SPILL NOTIFICATION


Initiate Spill Notification and Reporting Procedures.
Outdoors:

Immediately report all spills, regardless of quantity, to the Environmental Health and Safety Officer (531-2751) and Campus Police (X911)

The EH&S Officer will make all applicable notifications if necessary to Facilities Department (for cleanup assistance), Local, State and Federal authorities.

Inside Buildings:

Notify EH&S Officer if the material poses a significant health or environmental hazard, and evacuation was necessary, or if you feel the spill is too large to be handled by one person. If you are unsure if the material poses a health hazard immediately notify the EH&S Officer for guidance (531-2751), after hours notify the Campus Police (x911).

Purpose
There are many types of hazardous material incidents that can occur in and around Bridgewater State College. Hazardous material incidents can vary anywhere from a large spill involving several materials to a small spill involving one material. Each incident is unique and should be evaluated properly before action is taken.

The first questions one should ask when evaluating an incident would be "Is the spill too large to be handled by one person" As a general rule, any spill with more than 1 liter of liquid can be difficult and dangerous to clean up without using specialized clean-up and protective equipment. In these incidents, employees should follow the proper reporting procedures.

In all cases there are four primary responsibilities considered when cleaning up a spill.

  • Protect yourself.
  • Protect others.
  • Protect the environment.
  • Communicate.
  • Respond.

Your safety must always be your initial consideration in any emergency situation. After ensuring your own safety, the safety of others in the area must be addressed. Communication is the next step taken. All information that you have concerning the emergency at hand must be communicated to someone that is not directly involved or engaged in the incident. The last step to be taken is to physically respond to the spilled material. If this sequence is followed, the original hazard and any additional problems that may occur will be handled safely and effectively.

Spill Procedures
The individual who identified the spill should determine the following steps if their safety is not in danger. This will ensure the spill will be handled safely and effectively

  • Determine source of spill.
  • Determine extent of spill
  • Identify material and the hazard associated with the material.

Contain the Spill
Spill clean up and containment will be determined by the EH&S office for spills that have occurred outside. For spills that have occurred in buildings notify the individual department for assistance.

The following information is for individuals that are trained in spill containment procedures.

  • Isolate all potential environmental receptors such as drains, sumps, and exposed soil and runoff areas
  • Contain the spill using absorbents/booms
  • Extinguish all sources of ignition and isolate incompatible or reactive chemical substances.
  • Attempt to stop or contain the spill/release at source provided there are no health or safety hazards and there is a reasonable certainty of the origin of the leak.

Conclusion
In order for the Spill Notification to be effective management tool the cooperation of all departments must be obtained. A dedication to operating Bridgewater State College in conformance with all applicable state and federal regulations will provide an environmentally safe campus for all.
